			<content:encoded><![CDATA[<p>Looks like there is finally a paid character customization that let&#8217;s you change just about everything you could when first setting up your character. The only things you can&#8217;t change are class and race. However, gender, hair, skin color, and other features on your character can be changed. All of this can be done for $15. Here is the <a href="http://us.blizzard.com/support/article.xml?tag=CRCFAQ">official FAQ</a> regarding this new option:</p>

<strong>What is Character Re-Customization?<br />
</strong><br />
Character Re-Customization is a paid service that lets you change an existing character&#8217;s gender, face, skin color, and other cosmetic features determined by his or her race and gender combination. When you perform a Character Re-Customization, you may also change the character&#8217;s hair color and hair style (similar to the in-game barbershop) and select a new name, if desired.</p>
<p><strong>Can I change my character&#8217;s race or class?<br />
</strong><br />
No, you cannot alter a character&#8217;s race or class. You may only change cosmetic features of a character through Character Re-Customization.</p>
<p><strong>How much does this service cost?<br />
</strong><br />
A single Character Re-Customization costs $15 (not including applicable taxes). This flat fee covers all customization options available for a single character.</p>
<p><strong>How do I know if I will be taxed?<br />
</strong><br />
Players in select states in the U.S. may be subject to taxation when using the Character Re-Customization service. This list includes but is not limited to:<br />
- New Mexico<br />
- Texas</p>
<p><strong>How will my guildmates and friends know I customized my character?<br />
</strong><br />
The re-customized character will remain in the same guild and will stay on the friends lists of anyone who had added it. If you changed the character&#8217;s name, the new name will appear on friends lists in place of the old one, so we recommend you tell your friends and guildmates about the re-customization as soon as possible.</p>
<p><strong>Can other players use this feature to get off my ignore list?<br />
</strong><br />
No. Characters whose names have been changed will remain on your ignore list, and their names will be updated automatically.</p>
<p><strong>Will this affect a character&#8217;s mail or auctions?<br />
</strong><br />
Existing in-game mail and auctions will not be interrupted or canceled. However, after you change a character&#8217;s name, other players will need to send new mail to the new character name.</p>
<p><strong>Can I customize multiple characters at once?<br />
</strong><br />
The Character Re-Customization service only allows one character to be customized per transaction. If you would like to customize multiple characters, you will need to process and pay for each one separately.</p>
<p><strong>What will happen to the character&#8217;s Armory profile?<br />
</strong><br />
Once you have completed the Character Re-Customization process, the Armory profile will be updated to reflect the character&#8217;s new look and name.</p>
<p><strong>When will I be charged for the customization?<br />
</strong><br />
You will be charged immediately upon pressing the confirmation button on the Character Re-Customization page.</p>
<p><strong>Is there any way to cancel the re-customization while the process is pending?<br />
</strong><br />
Because the credit card is charged immediately upon confirmation, you cannot cancel the process once you have pressed the confirmation button and the character customization process is underway.</p>
<p><strong>After I&#8217;ve paid, how do I go about selecting the new gender, face, name, and so on for the character?<br />
</strong><br />
After your payment has been processed, the next time you log in to World of Warcraft after having logged out for at least 30 minutes , you will see a new button when you log in to World of Warcraft that lets you re-customize the character&#8217;s features (and name, if desired) at your convenience. You do not have to re-customize the character immediately.</p>
<p><strong>Are there any brand-new faces, horn styles, or other cosmetic options available only through Character Re-Customization?</strong></p>
<p>No. The face, skin color, and other cosmetic options available through Character Re-Customization are the same as those already available to players at character creation.</p>
<p><strong>What if the name I want is already in use?</strong></p>
<p>Character names are unique on a per-realm basis. You will not be able to choose a character name that is already in use by another player on the realm.</p>
<p><strong>If I change the character&#8217;s name, what happens to the old name?</strong></p>
<p>Once the name change is complete, the character&#8217;s old name will be locked from use on the realm for 90 days. After that time, the old name can be claimed by any player on a first-come, first-served basis. If you want to use the name again, you will have to reclaim it before anyone else does after the 90 days have passed and the name is made available again.</p>
<p><strong>Can I change my character&#8217;s appearance and name again if I want to?</strong></p>
<p>Yes, but after completing a Character Re-Customization, that specific character cannot have his or her appearance or name changed again for 30 days. After 30 days have passed, you would need to purchase another Character Re-Customization or Paid Character Name Change if you would like to choose a new appearance or name. For more information on Paid Character Name Changes, please refer to our FAQ.</p>
<p><strong>Is there any way to revert to the character&#8217;s original name after Character Re-Customization is completed?</strong></p>
<p>Once you have selected the confirmation button to complete your name change, there is no way to immediately revert back to the old name. The old name is locked from use on the realm for 90 days, and you will have to perform another Character Re-Customization or Paid Character Name Change after the name is made available again. For these reasons, and because the Character Re-Customization charge is immediate and non-refundable, please be certain of your selection before you complete the process.</p>

			<content:encoded><![CDATA[<p>There have been many updates to the PTR since it first went up a couple weeks ago, our <a href="http://www.powerlevelblog.com/24-patch-notes/">2.4 patch page</a> has been updated with the following additions.</p>
<p><strong>Druid</strong><br />
- Lifebloom: the healing coefficient has been reduced. This spell will no longer cause error messages when interacting with Spellsteal or while the Druid is under the effects of a Mind Control.<br />
- Nurturing Instinct increases your healing spells by up to 50/100% of your Agility, and increases healing done to you by 10/20% while in Cat form.</p>
<p><strong>Mage</strong><br />
- Improved Blink: This talent no longer reduces the mana cost of Blink. Instead, it increases the chance for all attacks to miss the Mage by 25% for 2/4 sec after Blink is cast.<br />
- Icy Veins no longer stacks with Bloodlust, Heroism, or Power Infusion.<br />
- Mana Shield: This spell will now get a percentage of the Mage’s bonus to spell damage as an additional effect.</p>
<p><strong>Priest</strong><br />
- Power Infusion: Infuses the target with power, increasing their spell haste by 20% and reducing the mana cost of all spells by 20%. Lasts for 15 seconds.This will not stack with other haste effects, such as Heroism, Bloodlust, or Icy Veins.<br />
<strong><br />
Shaman</strong><br />
- Flametongue Weapon damage effects for rank 3 and above now also reduce healing done to the target by 50% and lasts 5 seconds.<br />
- Flametongue Totem damage effects now also reduce healing done to the target by 50% and lasts 5 seconds.<br />
- Ghost Wolf: Cast time reduced to 2 seconds, down from 3.<br />
- The Global Cooldown of all Totems has been reduced to 1 seconds, down from 1.5 seconds.<br />
- Healing Grace: This talent now reduces the chance your spells will be dispelled by 10/20/30%.The resistance to being dispelled modifier from this talent now applies correctly to Water Breathing.<br />
- Nature’s Swiftness and Elemental Mastery now share a 10 second cooldown. (removed)<br />
- Rockbiter Weapon: Tooltip and error messages have been adjusted slightly.<br />
- Shamanistic Rage is now a Physical ability instead of a Magic spell, and thus is no longer dispellable. It now reduces all damage taken by 30% and gives your successful melee attacks a chance to regenerate mana equal to 30% of your attack power. This lasts for 15 seconds with a 2 minute cooldown.<br />
- Toughness will now also reduce the duration of movement impairing effects on you by 10/20/30/40/50%.<br />
<strong><br />
Warlocks</strong><br />
- Emberstorm now also reduces the cast time of your incinerate spell by 2/4/6/8/10%.<br />
- Life Tap: This spell now has only 3 ranks. Each now costs a fixed percentage of maximum health to cast, and grants the same fixed percentage of maximum mana: Rank 1 is 5%, Rank 2 is 12%, and Rank 3 is 20%.</p>
<p><strong>PvP</strong><br />
Arenas<br />
- Matchmaking: If a queued player has a personal rating higher than their team rating, the matchmaking system will now use the highest personal rating of a queued member of that team for matchmaking purposes, instead of the team rating. In addition, when making a calculation for rating gains and losses at the end of a match, the calculation will use the higher of the personal or team ratings on the opposing team.<br />
- The benefits of drinking out of combat have been delayed while in the Arena. It will now take four seconds before the full benefit of the mana regeneration will come into effect.</p>
<p><strong>Battlegrounds</strong><br />
- Battleground Rune Buffs:Speed, Restoration, and Berserking buffs received from battleground runes will no longer cause Stealth or Prowl to break.</p>
<p><strong>Dungeons and Raids</strong><br />
Caverns of Time: Old Hillsbrad<br />
- Durnholde Lookouts no longer spawn in the Heroic version of the instance. The placement of creatures around Durnholde Keep in Heroic mode is now identical to that of Normal mode.</p>
<p>Karazhan<br />
- Players will no longer need the Master’s Key to enter Karazhan. The gates to Karazhan will still require the Master’s Key to be unlocked.</p>
<p><strong>Items</strong><br />
- Deathwing Brood Cloak: These cloaks are now bound on equip instead of bound on pickup.<br />
- PvP Relics: The bonus resilience from Idols, Librams, and Totems is no longer stackable by swapping between multiple relics.<br />
- Shaman PvP Boots: The pre-Burning Crusade bonus to increase Ghost Wolf speed no longer works for players over level 60.<br />
- Shattrath Flasks now work inside the Sunwell Plateau raid instance.<br />
- Skull of Gul’dan: This item now shares its cooldown with other similar trinkets.</p>
<p><strong>World Environment</strong><br />
- Elites in Blade’s Edge Plateau Regions: These creatures now have an increased chance to drop rare depleted items. </p>

<blockquote><p><font color="#0033CC">Everyone is preparing for the start of the third arena season and we’re excited to get new items, rewards, and fresh competition going for everyone participating in the arenas.</p>
<p>As we approach the previously announced start date we’ve had growing concerns of what the new season requires of us to actually launch, and its proximity to the Thanksgiving holiday. Everyone wants the launch go as smoothly as possible, and in order to have resources available to tend to any issues as soon as they may spring up, we’ve decided to delay the Season 3 start date to November 27. One week after the previously announced date.</p>
<p>This allows us to have the quickest response time to any issues should they occur, and allows everyone to enjoy the holiday and the days leading up to it. While making everyone wait another week obviously isn’t the optimal outcome, in the end we decided it would be much worse to start Season 3 so close to the holiday and potentially make players wait longer until a problem can be resolved. Ultimately it allows us to provide the best possible service for everyone as we launch the new season.</font></p></blockquote>

<li>1-60 content will be revamped, some specifics have been announced such as all quest xp bumped up 30%. The overall experience needed for each level between 20-60 will be reduced, however, there is no word yet on the exact amount. Also, dustwallow marsh will have a new town added with a quest hub and instances like uldaman may see a revamp to give players a new experience.</li>
<li>Zul&#8217;aman will be on the PTR as soon as the voice chat patch comes out.
</li>
<li>There will be new heroic badge items and armor sets added to the vendors in patch 2.3</li>
<li>Sunwell Plateau will not be out until patch 2.4, which is quite a ways off. There will be 2 parts, one will be a 25 player raid instance harder than the black temple, the other part will be a 5 player instance that will have both regular and heroic modes.</li>
<p><strong>Wrath of the Lich King</strong></p>
<li>Naxxramas will be revamped and retuned for 25 person raids and will be in the new expansion. They plan to continue the story of ashbringer and reuse the tier 3 sets with updated stats.</li>
<li>Stratholme will be added to the caverns of time for a level 80 group instance</li>
<li>The Nexus will also be a group of instances, including one for 70-71 players, a level 80 instance, and a raid instance where you run into Malygos.</li>
<li>The Woodworking profession is being considered, this would allow hunters to create weapons and arrows.</li>
<li>In the demo players found that the priest talent &#8220;Pain Suppression&#8221; has changed to a 1 minute cooldown and you can cast it on friendly players within 20 yards</li>
